FSC applies risk-based cargo and supply-chain security controls and observes applicable maritime and border requirements.
01Scope and legal framework
Security obligations vary by port, country, cargo, route and contractual role. FSC applies relevant legal and regulatory requirements and follows customer and facility procedures where applicable.
This disclosure is general information, not a certification of a particular shipment, facility or carrier. Specific requirements must be confirmed for each movement.
02ISPS Code
The International Ship and Port Facility Security (ISPS) Code establishes a framework for ship and port facility security within its scope under SOLAS. FSC cooperates with applicable ship and port facility controls through relevant operational partners.
Access restrictions, security levels and reporting procedures are determined by competent authorities and facility security plans. FSC does not publish sensitive security-plan details.
03Cargo security and screening
Cargo information may be reviewed and shipments may be subject to screening, inspection or other controls required by law, authority direction, carrier or facility rules, or risk assessment.
Screening methods and responsibility depend on route, cargo, transport mode and the regulated party. Screening does not guarantee that cargo is free of prohibited or undeclared items.
04C-TPAT
FSC maintains C-TPAT participation or validated status only where applicable to the relevant entity and programme scope; programme benefits and requirements depend on current Customs and Border Protection determinations.
Customers should confirm entity-specific status and transaction applicability with FSC. C-TPAT does not replace statutory requirements, screening or the security obligations of other supply-chain parties.
06Verified Gross Mass and SOLAS
For packed containers subject to SOLAS, the shipper is responsible for providing verified gross mass (VGM) through an authorised method and in time for vessel stowage planning. A container without timely VGM may not be loaded.
Weight declarations must be accurate and supported by the applicable method. FSC may relay or act on VGM information within its contractual role but does not assume a shipper’s statutory responsibility unless expressly agreed and lawful.
07Customer and shipper responsibilities
Customers must provide complete, accurate cargo descriptions, weights, parties, origin, destination and other security or customs data, and disclose restricted, dangerous or sensitive cargo before acceptance.
Packaging, sealing, loading and documentation must comply with applicable requirements. Do not tender cargo containing undeclared goods or attempt to bypass a security control.
08Incidents and cooperation
Suspected tampering, seal discrepancies, security incidents or material data inconsistencies must be reported promptly to the relevant FSC contact. FSC may hold cargo, restrict access or notify competent authorities as required.
Customers and partners must preserve relevant records and cooperate with lawful inspections and investigations. Information may be shared with authorities and operational partners where necessary and lawful.
09Contact
